Contrary to some old-timer, aka beer league 9ice hockey players who shall remain nameless, and who always have to tell us what their bloody jersey number is ... that they're busy painting etc., al of which deprives us of the more frequent form the high-value visitor/reader such as Gary Kilgour, Bert Buckley or Donald Wilson, we do have a sports historian on the roster. It cost me some good coin, but I got him to give us an anal-ysis (spelling?) of the shut-out in old-timer ice hockey. It is in the process of submission to Sports Illustrated.

Is a shut out in old-timers, recreation hockey a big deal? Well, it definitely is a rarity.
I wondered how a shut out could come about with lots of chance occurrences and all of the weirdness that happens at recreation level hockey. But too, I don?t want to take away from a goalie that might have had the right mix of food, sex and biorhythms that made for a shutout game. It?s a big deal at the NHL level, and a shutout at the rec level is rare.
I?ve played a lot of hockey over the years, mostly recreational level hockey. The type of hockey that involves a more or less stable roster of 20+ plus guys, divided into what someone thought would be equal teams and a never ending rotation of spares making up the numbers, but hardly ever changing the initial talent levels. Talent is a bit of stretch at most times, whereas heart, trying hard and having fun make up most of the games. Sometimes though things come together for a shift or two, and for that we all feel encouraged.Old-timers hockey in this case are players over 50 with a median age of 57, and where almost no one has hockey training farther than pond hockey or late nights at local outdoor arenas, and nothing more organized than recreation level hockey.
I?ve cobbled together a few observations on recreation level oldtimers hockey, things that I think would make a shutout such a rarity.
General Perspective
Ice surface ? who was on the ice before, the speed skaters or the figure skaters or a recreational skate, or another hockey game. And what was the Zamboni driver feeling like that day, did he/she want to do an extra heavy flood or was it just an ice scrape this time. All of these add up to surface that can make a puck dance like a Hornby Island hippy, and that can send an oldtimer crashing into the boards when they catch an edge. A rec goalie has to be damn good anticipating the ice surface.

Lack of coaching ? there are so many styles of play and players and all can benefit from a few words of guidance or inspiration at this level, but without that most teams are made up of the loose cannon players. You know the guys who will not pass, or cannot pass or cannot take a pass or will not take a pass. The randomness of all of these playing permeations make it outstanding if a goalie can anticipate what to expect.

Why do we play this game? There?s no remuneration for playing, which is bad, because there?s no incentive to play consistently. But it?s also good because there are no distractions that come with a salary, such as wine, women and song. Then again, there is no holy grail to strive for. The Tevatron no longer plays pingpong with particles ? it shut down for good last fall ? but this trove of data was gathered in the four years before its retirement.
The CDF team announced the new results at a seminar Thursday morning. As it turns out, the W boson has an energy (also equivalent to mass) of 80.387 billion electron-volts, or giga-electron volts (GeV), plus or minus 19 million electron-volts ? a narrower margin of error than existed previously. (For comparison, a proton has a mass of about 0.938 GeV). The new level of certainty reduces the upper bounds of the Higgs' mass from 161 GeV to 145 GeV.

"In our world we collide protons and antiprotons together, which means we're colliding three quarks inside the protons with three anti-quarks (inside the antiprotons), and sometimes this makes a W boson," Roser told LiveScience. Quarks are the building blocks of protons, and anti-quarks are their antimatter equivalents.
However, when the three quarks collide with the three anti-quarks, only two of the particles ? the ones in front, so to speak ? actually bash together, and so scientists don't know the full story of how energy was distributed in the collision. To get around this problem, Roser said he and his colleagues must average out the results of trillions of proton-antiproton bombardments, and choose the best W boson production events from among the lot. They then compare these events to computer-simulated templates of what the W mass could be. "We see which one matches best."
Roser said that knowing the mass of the W boson is an important number in the Standard Model ? the body of laws that describes the dynamics between subatomic particles. "It gets used everywhere in terms of calculations," Roser said. When physicists try to understand the nature of supersymmetry, prove the existence of a particle called the Z boson, or calculate particle interactions, they call upon the mass of W.
Supersymmetry suggests that in addition to all known particles, supersymmetric partner particles exist. Called ?sparticles,? these differ from their "normal" partners by half a unit of spin, one of the fundamental characteristics of elementary particles.
"This is an important piece of the puzzle and we know it better than we've ever known it," he said.
The mass of the W boson is also useful by way of its special relationship with the elusive Higgs particle. The masses of the W boson, Higgs boson and the so-called top quark, one of the six flavors of quarks, have a "linear relationship," Roser explained; knowing the exact value of any two of them means you can calculate the value of the third. The mass of the top quark is known within a margin of error of 1 percent, and the new improvement in the measurement of the mass of the W boson has therefore tightened the range in possible values of the mass of the Higgs.
Also known as the "God particle," the Higgs boson is thought to generate a field that permeates space and imbues all the matter in the universe with mass. Physicists are hot on its trail at CERN Laboratory in Switzerland, but it hasn't yet been positively identified. The CDF team will announce the results of its own direct search for the Higgs particle in two weeks.

My objective in guiding investors is to teach them how to tilt the odds of success in their favor. As a value investor that rotates sectors, I have eight methods that each tilt the odds a little in my favor. Individually, each tilt is worth a little. As a group, they have been very powerful for my past results. Unaudited, these methods have allowed me to beat the market since the strategy started in September of 2000.
- Industries are under-analyzed, relative to the market on the whole, and relative to individual companies. Spend time trying to find good companies with strong balance sheets in industries with lousy pricing power, and cheap companies in good industries, where the trends are not fully discounted.
- Purchase equities that are cheap relative to other names in the industry. Depending on the industry, this can mean low P/E, low P/B, low P/S, low P/CFO, low P/FCF, or low EV/EBITDA.
- Stick with higher quality companies for a given industry.
- Purchase companies appropriately sized to serve their market niches.
- Analyze financial statements to avoid companies that misuse generally accepted accounting principles and overstate earnings.
- Analyze the use of cash flow by management, to avoid companies that invest or buy back their stock when it dilutes value, and purchase those that enhance value through intelligent buybacks and investment.
- Rebalance the portfolio whenever a stock gets more than 20% away from its target weight. Run a largely equal-weighted portfolio because it is genuinely difficult to tell what idea is the best. Keep about 30-40 names for diversification purposes.
- Make changes to the portfolio 3-4 times per year. Evaluate the replacement candidates as a group against the current portfolio. New additions must be better than the median idea currently in the portfolio. Companies leaving the portfolio must be below the median idea currently in the portfolio.
Each of these rules enforces a discipline on the overall portfolio that most professionals and individual investors do not possess. It takes the emotion out of investing, and forces us to think like risk-sensitive, profit-seeking businessmen. I agree with Buffett when he said, ?I am a better businessman because I am an investor, and I am a better investor because I am a businessman.? The two disciplines mutually reinforce each other, leading to better results.

For the most part these are rules that would only serve a value investor. They focus on the first principle of value investing, which is ?margin of safety (rule 3),? and after that on the less important principle of buying them cheap (rule 2).
I would add the concept ?sell them relatively dear,? which rules 7 and 8 spell out. The sell discipline gets short shrift in much of value investing, and I think I have a very good sell discipline.
But value traps do in many value investors. Value traps are companies that are cheap, but cheap for a reason. How do you avoid value traps?
- Try to have industry factors working for you (Rule 1)
- Look for companies that still have some room to grow (Rule 4)
- Avoid companies that are aggressive in their reporting of income (Rule 5)
- Look for managements that use their free cash flow wisely (Rule 6)
I have my failures, but I don?t trip into many value traps, relative to the average value investor.
That is how my rules work together. They are meant to cover the basic areas of value investing, while attempting to avoid the traps that harm value investing.

WASHINGTON (AP) ? Congress on Friday approved legislation renewing a payroll tax cut for 160 million workers and jobless benefits for millions more, backing the main items on President Barack Obama's jobs agenda in a rare burst of Washington bipartisanship.
Obama is expected to sign the $143 billion measure shortly after returning from a West Coast fundraising swing.
Under the bill, workers would continue to receive a 2 percentage point increase in their paychecks, and people out of work for more than six months would keep jobless benefits averaging about $300 a week ? steps that Obama says will help support the fragile recovery from the worst economic downturn since the Great Depression.
Passage of the legislation hands Obama a victory over objections from many Republicans who oppose it but were eager to wipe the issue from the election-year agenda.
It also clears away a political headache for House Republicans, who blocked a two-month extension of the tax cut and jobless coverage in late December, only to retreat quickly under a crush of opposition from conservative and Republican leaders from around the country.
With that history, Republicans seemed ready to get the fight behind them and change the subject for the rest of this election year.
"We're dumb, but we're not stupid," Sen. John McCain told reporters after he voted. "We did not want to repeat the debacle of last December. It's not that complicated."
Republicans said the final deal, significantly changed from a tea party-backed measure that passed in December, was the best Republicans could get.
But many Republican lawmakers were upset that the measure would add to the federal deficit and doubted that it would do much to boost the economy.
In a Republican win, coverage for the long-term unemployed would be cut from the current maximum of 99 weeks to a ceiling of 73 weeks by this fall in states with the worst job markets, with most topping out at 63 weeks.

NASA calls for new taxis to fly to Space Station (Reuters)
CAPE CANAVERAL, Florida (Reuters) ? NASA is looking for at least two U.S. firms to design and build space taxis to ferry astronauts to and from the International Space Station, program managers said on Tuesday.
NASA plans to invest $300 million to $500 million in each of the firms selected under new 21-month partnership agreements, Ed Mango, manager of NASA's Commercial Crew program, said at an industry briefing at the Kennedy Space Center prior to the release of a solicitation on Tuesday.
The new program aims to build upon previous NASA investments in companies designing commercial passenger spaceships.
With the retirement of the U.S. space shuttles last year, Russia has a monopoly on flying crews to the station, a $100 billion orbiting laboratory for medical, materials science and other research.
China, the only other country that has flown people in orbit, is not a partner in the project.
Russia charges NASA about $60 million per person for rides to the station, which flies about 240 miles above Earth and is staffed by rotating crews of six astronauts from the United States, Russia, Europe, Japan and Canada.
Winning firms would have until May 2014 to complete their integrated designs, with the intention, if funding allows, to test fly their spaceships in orbit by the middle of the decade, Mango said.
Goals of the demonstration flight include reaching an altitude of at least 230 miles, maneuvering in space and staying in orbit for at least three days, Mango said.
The test ships should be capable of carrying at least four people, he added.
Since 2010, NASA has invested a total of $365.5 million in private companies, including $130.9 million in Boeing, $125.6 million in Sierra Nevada Corp and $75 million in Space Exploration Technologies, or SpaceX.
Boeing is developing a capsule, called the CST-100, which would fly on an Atlas 5 rocket. SpaceX, already selected by NASA to fly cargo to the station, plans to upgrade its Dragon freighter and Falcon 9 rocket to fly crew as well.
Sierra Nevada is developing a winged vehicle called the Dream Chaser that resembles a miniature space shuttle. Like Boeing's spaceship, it too would launch aboard Atlas 5 rockets, which are manufactured and sold by United Launch Alliance, a Boeing-Lockheed Martin partnership.
NASA has $406 million to spend on commercial crew programs for the year that began October 1. Mango said about 75 percent of that money is available for the next phase of the program, with awards expected in July or August.
Because of future funding uncertainties, NASA is asking its potential partners to propose how they would proceed with flat funding of $400 million a year after 2014, as well as how much they would need to get to a flight demonstration.
"If we have multiple partners, we think the most we might be able to give them in the long term might be something along the lines of $400 million per partner," Mango said.
NASA hopes to be able to fly its astronauts on commercial carriers by about 2017.
